Just checking, but are you referring to creating a Bill under your Personal side of Wave?
If so there is not a way for you to create a Bill, as this part of Wave is more geared towards helping employees see things like their pay stubs, and helping entrepreneurs split out some of the personal income and expenses that their business might incur.
