For example, I would like to update the category and tax amount after transactions are uploaded from CSV.

So, is the answer no? Since I don't see an API for updating transaction. There is only moneyTransactionCreate. In the roadmap, it mentioned that the transaction API is introduced in Q3 2019, but it didn't go into detail. It would be great to get more detailed on the transaction API.
