Hello!
Please guide me If once sales tax irrecoverable is selected but after some time you need to change it to recoverable then what we will do. ?

That sucks! I've done that, and it's a bit of a pain to fix.
You can't change whether a tax is recoverable, so your only option is to create a new tax, set it as recoverable, and go change the tax on all your past invoices and transactions affected. You should change the name of your old tax to something easy to find, like "WRONG TAX", and then change all the instances of that tax to the new one.
Please explain where the options given to set tax as either recoverable or irrecoverable and where would you go to change the tax on past invoices

There's a box, on the Sales Tax page when you create a tax.
You'll have to make a new tax, choose the right recoverability (or whatever the right word is) and change it manually on all of your invoices and purchases.
