How to create a interactive webhook for realtime tax calcuation in invoice screen

Since WAVE doesn't seem to care about growing with customers we are going to attempt to write our own sales tax integration tool...
Webhooks and API are great but how do we automatically apply them based on the address on the invoice at the time of invoice generation?
