Sales Tax exemption for customers on invoice & payment of multiple invoices at once.

I like to know how you pre-set up a person/business as tax exempt in their profile?
Do you have to create a tab in the sales tax tab?

Also, if a customer has one outstanding invoice and pays for both in a second one, is there a way you can just compile the payment on the second instead of having to make two separate inputs?
