On creating an estimate, the title says "Bill To" just above the recipients details. At this time it is just a Quote/Estimate and the term can be misleading. Can this be modified?

Hi Anand, thank you for posing your question to our Community.
The 'Bill To' line you are seeing is there because Estimates work using the same templates as Wave's Invoices. This cannot be edited. However, thank you so much for your feedback! I would recommend either including QUOTE in your estimate title or emphasizing that there is not currently a balance due in your memo field.
