Wrong province list for country Serbia

Hi,
Please can you change province field in account setup to be optional or to allow blank input?
why:
I am starting to use wave for my consulting company. I have encountered a problem in account settings->Country->Province for my selection of Country. Country Serbia is not divided in provinces, but combo box is offering choice of two provinces (Vojvodina and Kosovo - it is a wide topic here to explain, but these two are "provinces" in different sense in Serbia. There is also rest of the country which is not part of these). This leaves most of the country not covered as it is not part of neither of those provinces.
As a result, invoice I am trying to make contains wrong province in address section - thus making it not usable.
Please make this field optional OR allow empty input for Serbia OR add Serbia as third province
